I've experienced smooth scrolling on my Phone and on other Browsers which is why I wanted to have it on Firefox too. It just feels so modern and smooth to have this feature. :P
This is how I enabled it on Firefox 12.
1. Open Firefox, type about:config in address bar and press enter.
2. In the search box, write smooth.
3. Double click on general.SmoothScroll to change it's value from false to true.
4. Done.
Firefox 13 will come out with this feature enabled by default.
